Found the problem, bad stator. Resistance tests did not show a problem, but replacing the stator fixed it. Luckily I had a parts motor.

I’ve got a 50/35 Tohatsu on my 1648. The maximum speed on my gps running downstream was 24mph. That was with 2 men, a trolling motor with 2 batteries, and full tank of gas. No livewell in the boat or a ton of gear in storage compartments. The maximum hp rating on the boat is 35. I would expect more...

So, I'll answer my own post...
The fuel pump diaphragm was bad causing all kinds of problems.
While I had everything apart, I replaced the 40 carbs with 50s and installed Boyesen reeds. Runs very well now.
Baseline setting for the fuel screws is 2.5-3.5 turns out.

I have an older Alumacraft 1542 riveted jon and recently removed the spray foam at the back of the boat. I have a 97 Mercury 40/30 jet (4 cyl) that has low compression on a cylinder.

I've looked through outboard jets catalog but cant find which model pump it is, no tag either.

I'm wondering what other motor I might be able to swap this jet lower to.
