honda 40hp

Honda makes a good outboard, and just a little trivia, they have never manufactured a 2 stroke. They have been making outboards since the 60's or so (maybe a little before) and they have all been 4 strokes.

Rebuild the fuel pump, seen this fix that issue several times over. If you can pump the ball and keep it running at idle but it won't pull enough to do it on its own at low idle it may be the internals are getting mushy. Under more demand it is pulling like it should but lower it is not making enoug...

Have you checked to make sure the tube that carries the water from the block to the outlet (pee tube) is clear and not packed up with anything? If not disconnect it at the block and blow some air down and out the tube with a compressor (don't blow back towards the motor) see if that helps any.

Etec Engines ?

The Etec engine is very reliable like Pappy says. They are peppy and strong, and have lower emissions than most 4 strokes on the market to boot. I would not hesitate getting one.

Ethanol gas will begin to phase seperate (at the chemical level) in about 15 days and it will draw in moisture from the air.
