My SeaKing sold by sears had a piece of wood on the outside.
The wood was all rotten so when I re-did the transom
I used plastic (?nylon)
On the outside since there’s a 15 HP outboard I wanted something there like before...
Might not be needed but certainly can’t hurt.

I put a plastic cutting board on mine, roughly 1/4 inch.

I re-read all the posts and got to thinking more about cost (thanks Pappy) Did some extra searching and found a place selling new 2015 Nissan 9.8 HP motors (old stock) with electric start for less than half of what I originally thought it would cost for a 4 cycle outboard. Read the FAQs first. This product is for long shaft motors in a short transom. Says will not work to lower motor for a short shaft

Read through the thread in my signature for some thoughts. Thumbs up on Johnny's suggestions. If I were making another, I would oversize the 2 or 3 pieces, bond them and use weights as well as screw the outer edge all around. There are many threads on the Transom rebuild. I'd read a bunch before starting. I used exterior plywood and used the old Transom as a template. Good indoor project before it warms up! Enjoy.
