If your tow vehicle can handle the added tongue weight of moving the boat forward on the trailer I'd say go ahead and move it. Use an exterior grade plywood like ABX, BCX or CDX.
Then seal it with old timers formula. It's a home made mix of Boiled linseed oil, Mineral Spirits and Spar urethane or Spar Varnish.

I made my switch box out of a water proof plastic electrical switch box. Drilled holes in the cover for the switches and the fuses are inside.

Does your trailer have an adjustable / movable axle?
Is the trailer a proper fit for your boat, not too short?
12" may not be too long to hang past the end of your trailer. Put the bunks on edge.

Welcome to Tin Boats.
I'm not going to be much help in finding the info you are looking for. What I can see in the pictures is the trailer is too short for the boat. You could put a hook into the bottom of the hull if the transom is not supported.

No matter how you level the deck when you build your boat it will change when you put weight in it. I leveled my deck to the small bench at the very front of the boat.
