i'm in the same boat as you are, used motors are very rare where i'm at.
if the price is the same, i'd choose the evindrude. it's younger and appears to require less work. since it turns freely, you can check for spark and compression. check the prop too if it's not spun.

i've read about somebody fabricating a stainless exhaust pipe that extends below the waterline, it apparently solved the issue of noise. be very careful not to touch the pipe because it will be really hot.

it will definitely push your boat, won't win any races but you can go anywhere as long as you have enough fuel. if it's in good condition, at less than half the price of new, i'd buy it without second thoughts. but be aware that the powerhead on those things are basically lawn mower motors. they are...

you said your 9.9 has the 15hp carb, i read that you also need to change the exhaust to complete the upgrade....maybe it's part of the reason for the low rpm gain.

you can't drill holes on the I beam centerline for the coupler bolts. but i guess you could reposition the mountng bolts off center.

thread a good length of string/cable/wire through the tube, tie a sponge in the middle. soak sponge in metal primer, use string to pull sponge back and forth. like a dental floss. allow paint to dry and repeat the process a couple of times. it's gonna be messy, possibly won't paint 100% of the tube ...

you can make a gun box on the side, but as Johnny said, stability will be affected, so better make that box narrow enough so nobody mistakes it for a bench. if you need more storage space, put compartments on both sides, which you can make sturdy enough to compensate for removing the middle bench.

glassing the outside seam, though not required for your method, is always a good idea. but i don't think it's practical to tape the inside because that would require filling the corners with putty. remember to round the edges to be taped so your glass has a nice even surface to bond with. the round ...
