As a fabricator, if "unriveting" the cap doesn't look like a good option; you could mark out where you want to open up and have at it with a jig saw/sawzall then form a piece of aluminum angle to fit over the cut edge and rivet or ss screw and nut into place as a stiffener/ safety edge. Probably have to build some kind of frame under the dash to hold the windshield from sagging. Then build a deck up front to fish from. Probably be lots of room for storage underneath.
