Fuel leak at fuel pump cover

96 Mercury 25 hp 2 stroke. Motor had been sitting a while - I removed carb and cleaned ordered a gasket kit and replaced gaskets / diaphram etc. I noticed when bulb is squeezed and also when motor running that fuel is leaking at the top right hand screw of fuel pump cover. Could this be a bad diaphram / gasket causing this as that is the first thing behind the cover. ? It appears the leak is coming up behind and around the screw holding the plate down. I’ve ordered another diaphram (OEM) just in case the other wasn’t sealing properly. Also - motor will run if I play with throttle but will not idle. That may be because of needing idle adjustment which I haven’t attempted yet. I was just happy to get it to run period at this point.
