Thank you mfbear, I almost for got to leak check it first . As it turned out I did find a tiny leak.

So, my project is really just beginning and I'm already frustrated.
I have primed it with self etching primer and painted the bottom but the
paint didn't harden. I can easily scratch it with my finger nail. I used Rustoleum paint and
It has been drying for a week or better. Is my only option to strip it and start
over again?

How many coats? How long time between each coat?

Just finished mine, came out good.

There are 2 coats and 2 days between each one

I don't know why it would not dry over that time. My paint came out hard when it dried.
