There aren’t many outboard repair places in my area. I need to replace the throttle cables. Is it something with basic mechanical aptitude can do or will I be over my head after the first screw has been turned.

You should be able to do that job. Word to the wise. If your throttle cable needs to be replaced. Do both cables. Only takes a few more minutes and well worth it.
Couple of simple guidelines for you.
Never skimp on cables. Buy good quality.
As far as the shift cable goes (remember I said it is better to do both?) never adjust the engine to the control box!!
Always adjust cable end lengths to accommodate the engine without moving the anchor pin on the engine while it is in neutral.
 
Cables/control box disassembled so I would be able to “measure twice” cable. Now to order cable x2 and we’ll be on our way!
 
Cables ordered and installed. Next step is the lake to check my work and do any fine tuning.
