Its a landing craft, Intended for quads. I have been on one that was a little bigger, The usda forestry division has one here. It would work fairly decent for persons with handicaps though.
 
These are popular in Alaska and Canada as well for hunting outfitters to use transporting quads, equipment, and people.
 
Those things are very common up north, and every where the boat is a workboat to carry supplies/vehicles to some sort of camp, be it a hunt camp, logging camp, etc.

I've seen many larger ones that have a full pilothouse aft, and can carry a one ton pickup on the front. Most have a shallow garvey hull, with the ramp above that. For the most part, the ramp is above water anyway.
