The floatation foam is designed so the boat will float full of water with teh maximum load.

Looks to me like the kids were having fun.
 
We used to do this with canoe's back when we where kids at the lake. Then practice flipping it over while in the water. Was also tons of fun and got you some looks if you filled it full of water and paddled it across the lake. Made it look like two guys in life jackets sitting on the water paddling.
 
When I first purchased my canoe, I practiced a lot at tipping it over and getting back into it while in water deep enough I could not touch bottom. I learned a lot about it by doing that. You get to know the boat better I believe. I have not done my 14' tin like that.
