Finding and patching/sealing a hole

I thought I had found and plugged a small hole in my boat. Come to find out I was wrong. Any suggestions on the best way to pin point the leak and what to use to seal it?

Fill the inside of the boat with water... Just a inch or two. Look on the underside for leaks. For small holes most people use 3m 5200.

Thats how I found what I thought was the only leak. And it was coming from the drain plug.

Where does everyone recommend applying the 3M 5200? Outside the boat, inside the boat, or both?
