When building a deck on the bow, how do you consider the leveling? Do you level it as your building? Or do you attempt to compensate for the sinking of the bow when you're sitting up front?

No matter how you level the deck when you build your boat it will change when you put weight in it.
I leveled my deck to the small bench at the very front of the boat. I used my boat for duck hunting, the deck was not very long just big enough to put my fuel tank under it and to hang a ramp for dog to get back in to the boat.
 
I adjusted the trailer so the boat is level side to side and level bow to stern on across the top of the bench I was building the deck flush with. Any difference to that while you're on the water will be changing constantly with each wave or disturbance.
