If you take it down to bare metal, you will need to prime it with a good aluminum primer first.
Then use a good marine enamel, two or three thin coats are best.

Steelflex is for the bottom....
I use 180 grit on the DA sander and then use Rusoleum Saftey Red to spray my boat with three years later it still looks pretty fair for a 40 year old boat.
