What is it?

If that is the drain tube, you can get them online at various sites.

Well I was able to get the drain tubes locally at a boat store for $2 each and the guy even gave me his tool to take home to install them. If you ever have to replace a drain tube I'd try to do the same. The tool makes it really simple.
