Installing fuel tank in back bench

Can I cut an opening in the back bench and install a permanent fuel tank and be ok? I figured after getting the tank in there and secured, I'd brace the hole and rivet the piece that I cut back in place in place. It's got a lot of old floatation foam that I'd have to remove for this to work. Normally you can't see the bench seat because I have a removable deck that sit's over it.

Here's pics of just the bench and with the deck installed. My reason for wanting to do this is so I can actually have underseat storage. Right now it's being taken up by the two 6 gallon plastic tanks.

I'm going to get the Moeller installation kit and it comes with a vent hose and fill hose for installing the tank.
