I see these on lots of boats I have 4 of them on mine. What are they?

Dunno. I got two. Handy for screwdrivers and long nose pliers. Used to tie my brush grabbers on there. Kinda like a spleen - Don't know what its for, but don't really wanna take it out.
 
I believe those are for your oars when teh oars are removed from the oar locks. Like when you take the oars out of the holders to move them out of your way, rather than laying the oars ont eh boat floor, you slide the oar pin into those holders so the oar stays in place.
 
Reading this thread made something pop into my head.

I'm 40 years old, have been on the water my entire life and I have never seen a single boat in this area using the oar locks outside of the college rowing team. :shock:
