My current boat is a 12.5 fiberglass jon boat. It was custom made for the original owner.

It has an inside and outside layer with a pocket of air between 'em for flotation. The boat doesn't have a handle or anything on the back of it. I'd like to have at least one handle to tie down from or put a chain through to lock it up, but I'm not sure what goes into attaching something through the two layers.

I was thinking a bolt through with some kind of epoxy (maybe?) to seal off the holes I made. Maybe add something for reinforcement as well?

I don't know what goes into the process, someone help me out.
 
I think you will need a spacer...the length of which equals the space between the two sides (including the thickness of the sides ) and some large washers. A piece of PVC might do for the spacer, with some stainelss steel washers on either side of each stainless steel bolt.

I've never done it...so this is just my idea...hope it helps....
