Replacing rivets

I have a Grumman 1448 with a double wall aluminum transom with rotten plywood in between. I'll have to remove the inner panel to get the wood replaced. How do I get the old rivets out and then replaced with new rivets?
I'll also have to remove the welded top corner braces. I'll have to get that heliarched back together.
 
You can carefully drill the old rivets out.

How are you planning to remove the welded braces? Post a picture or two if you can, it will help the guys visualise and make it easier to help.

I decided to not drill out rivets, but instead cut out the top of the inner panel. It was a struggle to get out the two rotten pieces of 3/4" plywood, but finally got them, replaces with new plywood coated in lacquer. When It's rewelded I'll post before and after pics.
