Personally, I'd lose the handle and buy a stainless bow eye and put in its place. I put a 1/8" thick or so piece of aluminum backer on the inside of the boat to bolt the new bow eye through so I wouldnt have to worry about pulling it out of the hull.
If you like the handle just drill out those rivots and bolt a new handle in its place.

Thanks to another post on the forum I found aluminum handles on ebay (https://cgi.ebay.com/ebaymotors/PAI...atQ5fPartsQ5fAccessoriesQ5fGear#ht_2629wt_958). These came in a pair, but the same people sell a single handle also.

Don't tighten the winch so tight next time either. Trailering is hard on boats.
