Need help with old aluminum boat restoration

Recently acquired an old Norseman Crestliner to restore it for my boys. I have stripped everything off the boat and it is currently being sandblasted and epoxy painted to original boat colors.

Question #1
A sheet of plywood that was removed from the transom outside the boat. I am not sure if it was a previous repair or original to the boat. Is the plywood used for any purpose other than strengthening the transom. I was thinking of using a plate of 1/4" or 3/8" aluminum instead of marine grade plywood.

Question #2
Any ideas about floatation replacement and its placement in the hull.
