I started my boat project today. The transom was completely rotten. All the hardware was rusted. Used a rotary tool to cut the bolts out. I have my transom material. 3/4" ext grade plywood, glue and marine sealer/adhesive and some Spar.

Here is what it looked like after the demo.
Do I need to get the rust off and prime the transom?

Yes, get that rust off. Painting is optional, but you want to get that rust off and clean it with acetone - stop it from spreading.
