Gregor Transom Bolts

I am working on my Gregor 15 footer that has been used a lot in salt water. The transom bolts which look to be 1/4 inch are badly rusted and need to be replaced. I haven't removed any of them yet but surface rust looks to be the main problem.

My question is "what should the replacement bolts be made of"? I am well aware of the dissmilar metal problem and do not want to get into that kind of situation.

The boat probably will not be again in salt water.

Stainless Steel - use silicone to help insulate the metals a little

How's the surrounding wood look ?

With heavy rust decay is not far behind
