Is it necessary to remove all the old paint before re-painting. My original paint has held up pretty well for being 15 years old. It has worn away in high traffic areas, and is chalky where still holding up. I was thinking to rough up the whole boat with 3M abrasive scrub pads, priming, and spraying.
 
If it was me I would take it down to bare metal to be on the safe side. But if not just sand it down amd make sure you look for flaking paint and remove it.
 
I took mine all the way down to metal on the topside and just scuffed bottom up real good.
But I'm no expert and working on my first one. Others who have more experience will respond.
