Just curious if pop rivits are waterproof?
I wanna take the brackets that the seats were attached to and just put new pop rivits in it.

Use closed end rivets. They'll seal.

Yeah, closed end blind (pop) rivets are waterproof and much stronger than the open end rivets (pop).

Putting goo on the end of a open end rivetwon't last for long.

+1 use closed end rivets thats what try are designed for and if you want you could put a lillte 5200 on the rivet before installing it.
 
Should have been clearer there... Put the goo on the rivet while installing them for a better seal. Don't just put goo on top of it after rivet is installed. And if it's below the water line - definitely use the closed-end rivets as suggested above.
