Removing Spraypaint From Decals/Boat

Someone took the liberty of taking a can of black spraypaint to my registration numbers and decals on the side of my boat/motor last week. Any leads on what I can use to get it off without stripping the decals and factory paint too?
 
first off ,they need a butt whippin. But if the numbers / letters are vinyl , you might be able to use a razor blade or exacto knife and peel them off. youl'd have an out line of them. as far as the sticker, maybe the game commission will issue a replacement.
 
I've lightly dampened a rag with mineral spirits before to remove fresh paint. As long as you don't go too heavy with the mineral spirits or rub too hard you should be OK. The new paint hasn't cured good yet so it will dissolve before older paint. I'm not sure what sort of effects it might have on your stickers though.
