I did have a Stern Saver on my last boat, and will most likely go that route again - but this has got the wheels turning in my head...

I had that problem on a boat. It turned out to be some rough surface on the bottom just a few feet in front of the Transducer.
After I sanded that down a bit, it worked fine. The first photo is the re-mount inside the boat. I put a piece of Aluminm down to keep my big feet from wrecking the Xducer cable.
If yourT transducer is flipping up, re-mount it thru-hull if you can. I did that with my 1648. Second photo is the Slow speed fishing transducer mount.
