16" starcraft tiller to console

Ive got a boat, Its a nice boat , a 16' starcraft ss. And Ive got a motor Its a nice motor , a 25 horse merc. The problem is the boat is a console drive and the motor has a tiller.... the "rods" are there, when you turn the wheel it does what its supposed to do at the back of the boat. But theres no throttle control, no levers , nuthin. The big question is is there an economically viable (aka cheap) way to adapt/ convert the motor to this boat? The motor is all Ive got to work with at this time....
