when measuring the width of a boat for stability do i measure from the top or bottom of the transom?

The bottom is the width that will show up in the model numbers.
The top measurement is called the beam width.
It's a combination of the two that decides stability but the bottom of the boat has more to do with it than the top does, all things considered.
