If you are looking to get it all off down to bare aluminum, the stripper is probably the best route. I used Citru-strip with good results, and it is much less toxic. If you really can't use the stripper, a wire wheel or cup on a angle grinder or drill will work, but will be slow and a lot of labor.
If you don't need to go to bare aluminum, just wire wheel/sand until you have solid paint (no flakes, etc.) and paint over the old paint as long as it is bonded well.
