Got the '73 Johnson running today and headed to the lake. While up on plane water was shooting up the transom and into the boat pretty bad. I went maybe a half a mile and had over a gallon of water in the boat. The trolling motor was out of the water and nothing else is on the transom. Look at the pics, any ideas? Do I need to raise the motor up an inch or two maybe? It's a 22.5" long shaft and the transom is 20.5".

Try different trim settings. Mine used to do the same thing until I found the right trim. But mine never was that far below the boat either, so you could also try raising it straight up.
 
If you can raise the motor so that the anti-ventilation plate is even with the bottom of the boat. If the prop vents, lower it a half an inch. Do you run it tilted all the way down like the first picture? If so trim it up if you can. Since I don't know how your boat is loaded trim can be a little tricky.
 
Personally I raise the motor. Get the plate even or just a hair above the bottom of the boat. Also, how do you trim the motor?
If its like it is in the pic, its probably too low.
 
Ok, I guess I'll have to build a jack plate. I can only raise it about an inch and still have the clamps on the transom as is. I'll play with the trim some too. I need to move the battery and fuel tank to the front to try and level out the load some.
 
Had the same problem with my 25hp Johnson on a 14' V-hull Crestliner.
The motor is about 4" too low. Raising the transom was not possible.
I made a temporary plate until I either got another motor with shorter shaft
or took the motor off and completely redo the transom.

this fix works well for keeping the back spray down but I know this problem
prevents you from getting 100% performance from your boat and motor.

wow - now that right there is thinking outside the box !!!
I just pulled some 1.5" x 1.5" square tubing out of my scrap pile yesterday
to use as floor ribs to mount my plywood floor to.
I sold my Crestliner to my brother just yesterday but will send the photos
to him so HE can hassle with the transom problem.... but THIS idea works !!!

Only addition I would add is to get your 4" grinder with a cut-off wheel and
cut all those protruding bolts off flush with the locknuts.

Those weren't my pics, I was just posting the idea.
I had some spare time at work today(I work in sheet metal fabrication) and welded this up out of scraps, sand blasted and powder coated it. It's beefy, not going anywhere!
