I went and looked at a weldbilt 1648 flat with .100 guage hull. I plan on running a 25 hp 4 stroke w/
a 20 ' shaft. I fish tailraces that can sometimes be rocky,shoaly and skinny, I am not one to run WFO
and usually go on the side of caution. Having said all that what do yall think about a tunnel hull to minimize
damage to the lower unit. Pros and cons really appreciated.

Yes for damage control.

I once had a 16' Scandy White, a tuff azz bote! Tunnel hull with a 40hp 4s Yamaha.

It had a hydraulic jack plate that I would say is mandatory for this kind of rig.

I can say I scared myself with this boat running shallow at WOT!

If you do this I recommend a HD JP.
 
It would be VERY impressive with a Jet foot. Even a standard prop drive ain't too bad, but they really shine with a jet. I've run one (jet/tunnel) and like another poster said, was one of the few times I was actually scared in a boat. WOT over probably 6" or less of water, around 30 mph. Occasional "grinding" along the bottom from the rocks/gravel.
