Don't even waste your time, money, and effort with sandpaper. If this is Rust-O-Leum truck bed liner like my boat had on the bottom, you will only succeed in wearing out the sandpaper.
Stripper, stripper, and more stripper. Get a gallon of aircraft coating remover, and a quart of laquer thinner and mix together. This mixture will eat away at the coating, but be prepared to spend some time doing it. And one gallon will only be enough to get you started. On my 16' jet boat, I used almost 6 gallons of the stuff. But then again, I not only had bed liner, but also undercoat, and anti-fouling paint.
