Motor HP reccomendation

I have a 1968 Rich Line Guides Choice with a 1972 Evinrude 9.5hp. The best I can run is 7.8mph (GPS). I would like to able to run about 20mph + or-max. The total load (sans motor) is about 860lbs--people & gear.
Don't know if a 15hp would work or if I should look for a 25hp.

The 1968 brochure lists 40hp. I have read that HP was rated differently then. I know I don't need the max HP. Price is also an issue.

I have a 13 ft. boat that with me in it is over 600 lbs. Im hitting about 28/29 mph with a newer 15 hp 4-stroke. I had a 9.8 Tohatsu on it previously and it topped out at about 20mph

Thats heavy, long, and beamy. I don't think you would get any real improvement with a 15hp. 25 is probably the size you want to start at.

I got curious so I did a search on the "tube" to see what popped up. This is a stripped down 16 ft Alumacraft with a 15hp Yamaha. There is only the driver in it. I would say his total load is about 600 maybe 700 lbs. tops.
