Have plenty of oil base floor paint, sticks well, tough, meant for use on wood. I would have to buy varnish. Suspect the paint would even last longer.

Not trying be penny wise and pound foolish but is there any real advantage to using varnish instead of paint? Sailboat spars of course you have to be able to see any deterioration asap, plywood transom not so critical.
 
It should be fine.
I did the transom of my jon boat with exterior latex house paint. I use the boat for duck hunting and wanted the transom to match the color of the hull.
