how necessary is sanding and priming???

For a jon boat with paint that is perfectly fine? I have a 1542 that I want to change the color on. The factory paint is fine, can I just clean it up real well and shoot it with top coat? I'm not trying to be lazy, I'll do what's best, just wondering if it is really needed.
 
I'd scuff it with a scotch brite pad to ruff it up a little and use a light coat of self etching primer to cover any bare spots and to help the top coat to adhere.
 
To leave the base coat is fine, but what I would do is sand out any chips or scratches so you don't see them once it's painted over. Feather the edges of the chipped paint until you cant feel the transition between paint and body. 90% of a good paint job is good prep.
