In Vermont they do not title everything. You can just register it with a bill of sale. An expensive new boat might have a title, but lots of lower price things do not. You can register with just a hand written bill of sale. Just the way it is. They are pretty nice at the Vermont DMV!
 
its Vermont 99% chance you can have it and its perfectly legal. You will get a bill of sale from the seller. You may have to seek a title in your state, but the bill of sale will do it. Looked like a pretty nice boat for $150 but I did not look at it all that close. I have no affiliation, just saw it as I passed by. I got two others or I would consider it my self!
