Looks skinny, and therefore, subject to chop on windy days. Be a nice small lake boat, maybe smooth river runs. If you have the space and time, the only thing I'd be looking for would be a bead blaster to clean off those years of layered paint.
Can you put bearings in the wheels yourself? I can't, but you can save a chunk of cash if you can that sort of work yourself.
My most recent, and last, rehab was so over-painted and battered that I painted the hull because it just wasn't realistic to strip it and expect anything other than weak arms and little return on the investment. But I got some years on you.
I think the question you should ask is: "Why not?"
