This thing made by Fullerton was found in the water on a boat ramp so I think it's a transom tie down. I searched chain binders, chain transom straps and can't find it or a proper name to search. If anybody can name it so I can search it or has a couple of these old style hoo-gee-bobs I'd love to buy two more.
