Paint stripper over gluv-it

I decided to strip my boat but there was a coat of gluv-it on it. Has anyone ever dealt with this before? I plan on applying a new coat of gluv-it over it and over all the ribs and rivets. I applied airplane remover and then power washed it, what should be my next step? Remover worked well, but not 100%. Also left a weird gray/brown film in some spots.

All the loose and flaking material must be manually removed with a scraper, not a chemical.
If the remaining coatings are sound, not flaking and adhered tightly,
in my world, I would scuff and spot prime those areas with a good exterior oil primer
. . . . then, prep, prime and paint the boat like you normally would.
Painting over any loose material will only give you heartaches down the road.

The general consensus is that if a coating is solid and sound, leave it be.
