What can I do to support a casting deck in the front? I want at least one hatch for a battery.

I lightened the pic for a better look. Some boats like that have tapered runners from front to back for the floor and decks n stuff built on top.

look up at the top right hand corner of this forum
and you will see a box that says "search" - - - -
type in "deck framing".
many good build threads can be found there.
you might get lucky and find a boat just like yours to get ideas from.

I'm seeing 2x2s with a few vertical supports. Plenty of storage underneath. Keep us updated
 
once you have a plan, you can make your own custom mounting brackets
from 1.5x1.5x1/16" aluminum angle - available at all Big Box Stores.
3/32" thick is better - if you can find it.
These will be far superior and more cheaper than the store-bought shelf brackets
and they will never rust. Pop rivet or bolt into your desired plan and then you will
have a secure base to hold your bracing. Whether it be wood or aluminum.
If you choose to make your own brackets, drill the holes first then cut.
The jig saw or hand-held hack saw will work quite well and you can cut a bucket full rather quickly.
