I have a 14ft aluminum v hull. I put temporary decking in this summer knowing I would take it all out and re frame work aluminum and use a higher grade ply with a non slip paint. Anyways..... I'm in Omaha, and it is now cold...... Like 3 months below freezing cold. I plan to remove all the old decking and do most of the framing and rough cut decking over the winter, then individually sand and paint then in the basement. Should I worry about expansion and contraction due to temperature change? Or is it minimal?

wood moves with the ambient moisture content in the air. No getting around it.

a Climate Controlled basement will definately be in your favor.
pretty sure that most common coatings say "do not apply below 50*f."

READ, UNDERSTAND and FOLLOW the instructions on the label
of any and all products you may use.
Observe all safety precautions especially in a closed up basement !!!!!!!

oh, if you warm up the basement to 70* and apply your coatings,
you must maintain that same temperature for at least the next 24 hours. (minimum)

Cold makes most things shrink (other than water, which expands)
Hot/moist makes things expand.

So, I guess any indoor cutting and fitting would be OK to fit close.
Any outdoor cutting and fitting would have to allow for expansion.
