Capacity differences between boats

Apologies if this has been covered already (I did search for it):

Why is there such a difference in capacities between similar boat models? For example, I have a 2000 Monark 1232 that is rated for "2 people or 250 lbs" (don't know anyone that weighs 125 lbs other than a kid) but a brand new Lowe L1232 is rated for "2 people or 295 lbs" and is actually shorter than the Monark by 4 inches.
 
The USCG changed the weight capacity ratings for small boats in 2011, where it is now based on the average person weighing 185-pounds. IIRC it used to be 140-pounds.
