I know it's a dumb question. But where is the water line? I am filling my boat with water right now so far found three leaking rivets but not really sure how high I'm supposed to go.

personally, I would go 10-12" of water with the boat somewhat level on the trailer.
this is another one of those topics that generate opinions in physics,
weight formulas, pounds per square foot, floatation formulas - yada yada yada.
it is not the space shuttle - it's a BOAT.
after you reach your "water volume target" - let it sit for a few hours.
do whatever you think is best to find the leaks, fix them accordingly, and go have fun.

oh, this is also a good time to check the condition of your springs and tires with a heavy load.

Filling a boat with water won't always show the leak of water coming in, you need to put the boat in the water with the weight of the boat displacing the water to show the leak coming in. I had a Boston Whaler jet boat that developed a slow leak while it was in the water so I brought it home and put water in it to try to find the leak and nothing leak out at all. As soon as I put it back in the water, I found the leak coming in. There isn't as much pressure from the water inside the boat as there is from the weight of the boat in the water so it acts like a one way leak sometimes.
 
That's not a possibility for me right now, maybe after I fix these and before I put the floor down I'll go throw it in somewhere. Everything still frozen here.
 
3M 5200 is a bit on the pricey side - but is worth it !!
it is a silicone free adhesive sealant and permanent.
there are two types:
Regular Cure - takes 7 days to set up
Fast Cure - takes 1 day to set up
a 3oz tube is like 12-$14 in hardware stores or online.
just for spot repairs - 3 ounces goes a looonngggggggg way.
remove all residue from the cap and threads to prevent self-sealing.
and yes, to some, it is magical - because it works so well.

LOCTITE also makes a similar adhesive/sealant but is a little harder to find.

Nice! Does it dry green? I have a green epoxy like compound on the boat in a few spots.
