I guess it depends on what bay and ocean you plan on running in what time of day it is, load, and your ability. Where I am I could hit the bay early in the day but anytime after noon I'd get wacked as real 2-3 footers are all too common. Getting out my inlet would be risking life and limb most days no matter what time it is.
