Could I use this storage in the seat as a livewell has drain plug to

Make sure it's watertight, also where does the water drain to when you pull the plug, a thru hull fitting or into the boat and then you need to pull the transom plug. I'm sure it could be converted into a usable livewell with a little bit of fabrication and proper plumbing.

The plug drains out the bottom of the boat

Back in the day they called that the "ice chest"... it should be water tight.... we used it for minnows... just pull the plug and it will fill right up.... should be 80% of the way to a livewell....
 
if it holds water i dont see why not. just make sure that it drains out of the boat and change the water often if you use it for a livewell.
