Self tapping screws when you can't rivet?

If I'm in a situation where riveting is not an option, would self tapping screws work?

I'm looking to secure 1" square aluminum tube to the front seat in the picture (ignore the aluminum popsicle sticks on top; I was using them to make sure they're level.

The aluminum tubing is actually going to be on top. I had to raise the platform an inch to simplify the battery storage. But I'll definitely add the 5200. Thank you for taking the time to draw out the diagram.

they make a countersunk self drilling screw.
but - they aren't really necessary in your application.
the sheet metal screws with a flat countersunk head will
work just fine if you dimple the tubing and drill a 1/4" hole in the dimple
and a 3/16" hole in the bottom of the tubing and the seat.
(if you don't want to drill holes in your seat - the 3M-5200 will hold
extremely well in your application and "can" be removed in the future).
then screw your plywood panels to that.
just check your local sources to see what you can find that will work for you.
a good hard hit on the tubing with a 3/4" ball peen hammer will give
you more depression for the screw head to be flush. (or a big punch of some kind).
any good construction adhesive will work: as long as it says "safe for aluminum" on the tube.
3M-5200 is very tenacious stuff and will hold your tubing to the seat all by itself. (put some weight on it while it cures).
there are two types of 5200:
regular set = 7 days to cure
fast set = 24 hours to cure
