like you said - it is exposed to stress in rough water.
take it to a welder and have it welded back.
if cosmetics are not an issue, a piece of aluminum angle can be welded over the
repaired area also - maybe on both matching sides.
if you don't want to go through the hassle of taking the boat to a welder,
you can hammer it flat and apply the angle brace yourself with 1/4" truss bolts
through the console to at least stop the crack from going any further.
and match it on the other side if you like.
the reason it cracked in the first place is (I would imagine) the console is not really secure to the hull ??
try to figure out how to add reinforcement bars underneath to try to stiffen everything up.
any kind of adhesive such as JBWeld, 3M-5200, etc is only cosmetics (and you must stay out of rough water).
welding or mechanical bracing is your only option.
