fiberglass boat ?
is the carpet glued directly to the gelcoat or some kind of wood, like plywood.
if it is glued directly to the gelcoat, I would imagine it is Weldwood Contact Cement.
another question: does it appear to be customer applied or factory applied ?
what kind of carpet ? how old do you think it is ?
photos "may" be of some help to the gallery.

for a beginning, I would start with the least aggressive method and move up from there.
like ~ pouring a glass of scalding hot boiling water on an edge of the carpet and pry up with a putty knife to see what happens.
try to avoid the more harsh stuff like hot solvents and paint removers.

Its a 1987 boat, all original carpet and glue. And some carpet/glue is on wood, but the front casting deck is all fiber glass and thats the area in concerned with. I have been told everything from Hot Water to sanding.
 
I am very proficient in FRP products and it would not bother me in the least
to just get in there and rip the carpet off - then aggressively remove the glue residue
with whatever means necessary - sand and re-gelcoat and be done with it.

get in there and get going - there is no easy fix for a 1987 problem !!!
