Crack in transom cap?

My other thread was hijacked a bit so I thought I try again. Gregor aluminum, 12', 1977. I'm starting the transom repair and came across this crack in the cap. Thoughts on repair? I don't weld, fyi. I think the one rivet was placed by PO.

All that little cap does is keep water off the wood. If the wood is in good shape, just smear some sealant on the crack. Unless it’s a visual thing then take it off and have it welded.

The wood is totally rotted out & I have to replace it.

On a Gregor, it is not a separate cap, I just used the term for lack of a better way to describe it.
